Know the difference between the Federal Decree and the Criminal Code

The Criminal Code applies to all citizens. It’s used to put people on wanted lists and send them to jail. The Federal Decree is an internal law for government employees: it covers workplace conduct and law enforcement accountability across the region. That’s why it doesn’t list jail sentences. Instead, it includes violations like “being on the wanted list”—for an employee, that alone counts as misconduct (rule 1.5).

Know who can punish employees under the Federal Decree

  • The FSB can punish other law enforcement organizations, starting with officers who hold the rank of lieutenant colonel [9], and only for violations listed in the decree.
  • Every punishment must be documented in a forum post with the FSB employee’s nickname and rank, the offender’s nickname, their organization, the rule they broke, the punishment, and evidence.
  • Punishment for employees of rank 4 and above must be approved by the leaders of the organizations involved.

Here’s a practical tip: if you work in one of these organizations and catch yourself thinking, “Who’s going to notice?”—record video of anything you do that could be questioned. Without evidence, they can’t file a report against you; with it, you’ll have something to defend yourself with. Find out how to join the FSB in the FSB section.

Review the rules for your organization

General rules apply to everyone

Eight rules apply to all employees:

  • abusing your official powers;
  • insulting citizens;
  • going to a casino or the used car market during work hours;
  • using weapons for personal reasons;
  • being on the wanted list;
  • working with criminals;
  • wearing prohibited accessories;
  • using prohibited substances.

The rules on accessories are stricter than you might think: the correct answer on the Traffic Police test is that in uniform you can wear glasses only.

The Government is responsible for licences and prisoners

There are two rules: breaking the pricing policy when issuing licences (rule 2.1) and releasing prisoners outside the detention area (the holding cell at the station) or the Prison Service visiting room (rule 2.2). Lawyers can only release prisoners in designated locations.

The Traffic Police and Police Department are responsible for vehicles and wanted lists

Service vehicles, beacons, and sirens aren’t for personal use (rule 3.1). Put someone on the wanted list only under a Criminal Code article and with a reason (rule 3.2). The Criminal Code guide explains how to fill out /su correctly. You can’t obstruct justice or an investigation (rule 3.3).

The Army is responsible for its base territory

You can’t use faction vehicles for personal reasons (rule 4.1), leave the military base in uniform without a reason (rule 4.2), or open fire outside the base without a reason (rule 4.3). The base territory starts beyond the barrier.

The Prison Service is responsible for prisoners

You can’t release prisoners without a reason (rule 5.1) or behave inappropriately toward them (rule 5.2). Government organization rules allow only system-managed escapes through the sewers. You can’t release a prisoner using commands or open the gates for them.

Compare the Federal Decree with government organization rules

Many rules in the Federal Decree are repeated in the general rules for government organizations, which specify the admin punishments:

  • being in uniform at a casino or market (rule 1.3) — rule 1.13, 30 minutes in Jail;
  • using faction vehicles for personal reasons (rules 3.1 and 4.1) — rule 1.08, 30 minutes in Jail;
  • putting someone on the wanted list without a reason (rule 3.2) — rules 6.02 and 7.02 for the Police Department and Traffic Police, Warn;
  • the Army opening fire outside its base (rule 4.3) — rule 2.02, 90 minutes in Jail;
  • releasing prisoners in a way that goes against Prison Service procedures (rule 5.1) — rule 9.01, Warn.

A Warn is no minor thing: it automatically gets you fired from your faction and blocks you from joining any faction for 10 days. See the full list of rules in the general server rules.

Report an employee if they break the rules

Citizens can also get employees punished. File a complaint on the official forum: choose your server → “Government Organizations” → the organization in question → “Employee Complaints.” Follow the template at the top of the thread exactly so your complaint gets reviewed faster.

Each server has its own version.

The Federal Decree is maintained separately on each server’s forum, so the rules and wording may differ. Before arguing with an employee, check the Federal Decree for your server in the government organizations section.
