The harshest punishment is for terrorism (6 years, Article 20), followed by murdering a government employee and accepting a bribe (5 years each). The lightest sentences are for inflicting bodily harm on a civilian, attempted car theft, and obstructing police work (1 year each). The pattern is simple: the same action against an employee almost always costs you an extra year compared to doing it to a civilian.
Black Russia doesn’t have one universal Criminal Code. Each server has its own legislation section, and the articles and sentences may differ. Employees can check their Criminal Code in /fmenu → “Documents.” Everyone else can go to the official forum: select your server → “Government Organizations” → Traffic Police, Police Department, or FSB.
Understand who can declare someone wanted, and how
A wanted status is an official RP status: it means the player is suspected of a crime listed in the Criminal Code. Only three organizations can declare someone wanted: the FSB, Police Department, and Traffic Police. Two articles have special restrictions:
- Article 20 (terrorism) — issued by the FSB only;
- Article 19 (gang activity) — only during a raid. Issuing it at any other time is strictly prohibited.
An employee can declare someone wanted with the /su command or through the police PDA /base: citizen profile → “Declare Wanted.” They don’t need evidence, but the reason must include an article from the current Criminal Code, for example:
Use a reason like “Art. 4 Criminal Code” or “4th Art. Criminal Code.” Nonexistent articles (“1.4,” “Article 21”) and writing just “Criminal Code” without an article number are violations. If an employee declares someone wanted without an IC reason (a reason within the game), they get a Warn under the government organization rules. It’s also listed separately as item 3.2 in the federal regulations.
One to six stars
The /su command lets you assign 1 to 6 stars. The current Criminal Code on the server sets the number. You can see your wanted level on your tablet: person icon → “Personal Information.”
Fail to stop at a checkpoint, and you’re wanted
If a car fails to stop when ordered to at a Traffic Police checkpoint, its owner is automatically declared wanted. Then the chase begins: an employee can disable the engine with an EMP (electromagnetic pulse) or puncture the tires with spike strips. The fugitive gets a “Get Away from the Chase” task. An EMP jammer installed at a service center protects you from the pulse. Learn more in our guide to what PDV means.
Find out what happens after you’re arrested
The Traffic Police and Police Department follow the same arrest procedure:
- Cuff the player with /cuff. Employees need to be rank 3 or higher.
- Escort them with /gotome, then put them in a car with /putpl.
- At the entrance to the holding cell (the station’s jail), use /arrest and the player’s ID to complete the arrest.
The Prison Service escorts inmates from the holding cell, and someone may try to break them out along the way. Once you reach the colony, a notification shows that your sentence has begun, along with a timer. The timer tells you how many real minutes an in-game “year” lasts.
Your time in the colony can change, not just tick down:
- Reprimand from a Prison Service employee — adds 10 minutes to your sentence;
- Reward — takes 10 minutes off;
- Keep breaking the rules and you’ll go to solitary confinement. Your sentence keeps running, but you can’t leave that area of the colony until your punishment is over.
A Government lawyer can get you released early with /free, available in the command list from rank 7. The Government is not allowed to release inmates outside the holding cell or the Prison Service visiting room (Federal Regulations 2.2). You can escape only through the in-game sewer system. See the route on the prison escape map and find out about security in the Prison Service section.
Get your wanted status removed the right way—not as a favor
An employee can remove a wanted status in only two cases:
- reissue — the stars were added by mistake;
- an error confirmed by evidence.
Removing a wanted status without a valid IC reason is prohibited, and the charter says the employee will be fired for it. Employees also can’t use their powers for personal reasons. If you were declared wanted without cause, file a complaint on the forum: select your server → “Government Organizations” → the relevant organization → “Complaints About Employees.” Follow the template at the top of the thread exactly.
Don’t confuse the Criminal Code with server rules
The Criminal Code is an in-character law: player employees catch you, and that’s part of the game. You can try to escape a car chase. But quitting the game or going AFK (away from your device) during an arrest, or running into a green zone in the middle of a shootout, violates the general rules under section 2.02. Admins handle those violations: the English version says Jail for 30 minutes or a Warn, while the Russian forum version says Warn, then a 3-day Ban for repeat offenses. You can find both versions in the general server rules.
Law enforcement has its own cost for mistakes: since 2022, killing a player who isn’t wanted lowers the employee’s law-abiding score. You need a high score to get a weapon licence—the in-game help says 70 points, though some sources set the bar at 100. Carrying a weapon without a licence is Article 9: 2 years.
Pass the Criminal Code test for the Traffic Police and Police Department
The promotion test for the Traffic Police and Police Department has 10 Criminal Code questions, and the answers match the table. For example: “What’s the punishment for murdering a civilian?” — “4 years in prison.” Find all the questions and practice test in the Traffic Police answers and Police Department answers. For fines from the second part of the test, see the Administrative Code (КоАП).
