Answers to the Black Russia Government Test

The Government test doesn’t include the Criminal Code or Administrative Code like the police, a price list like the Hospital, or ad rules like the Media—just the charter. Almost all the answers are shared with other factions, so players usually fail on the three questions that don’t appear anywhere else.

Learn the three answers no other faction has

Ten of the twelve questions are repeated across all faction charters. The Government answers that differ are:

• leadership — the Governor and Vice Governor;
• duels are banned even with the Governor’s consent — the answer is the colonel for the police and the director for the Media;
• the department radio tag is [Пра-во], with a hyphen and an abbreviation.

One more trap is accessories: the Government answer is “glasses only”, like the Traffic Police and Police Department, not “glasses and masks” like the Army. These general answers appear in every faction:

• every employee must follow the charter;
• you can be fired for a serious charter violation;
• you can’t use your service weapon without a reason;
• regional law comes first;
• service vehicles aren’t for personal use;
• you can’t go to the casino or container events in uniform;
• you can only sleep in the changing room.

Follow the path to the test

Joining the Government is moderately difficult. You need level 3, a medical card, a weapon licence, and a category B driving licence. A military ID isn’t required, so you can skip the Army.

   Get a category B driving licence at the driving school (Автошкола) (2 500 ₽) and a medical card at the Hospital (5 000 ₽, 10 minutes).

   Get your weapon licence in the same Government building: look for the red marker labeled “Get Weapon Licence.” You need level 4, a law-abidingness score of at least 70, and 30 000 ₽.

   Take the HR department test: 8 questions common to all state factions. One mistake means you have to try again in 5 minutes.

   At rank 1 (Driver), open Tablet → Factions → Documents, read the charter, and take the test.

There’s a mismatch in the requirements: you can join the Government from level 3, but you can only get a weapon licence from level 4. In practice, you’ll need to show up at level 4—or buy the “All Licences” package in the shop for 150 BC (donation currency). Find the HR department answers on the separate page.

The test might be on your tablet, not at an NPC

At rank 1, the rank chart lists your task as simply “Take the test.” On some servers, you don’t take it from the duty officer; you take it in the “Tests” section of your work tablet. The game’s help page says this section is required when joining an organization. If you can’t find an officer with the test, check your tablet.

Know more than just the test answers

The test asks about 12 points, but the Government charter covers more, and the rest will help you on the job:

• working hours are 10:00 to 20:00, with lunch from 13:00 to 14:00, or at another time with management’s permission;
• you can’t be fired on the spot—only for a serious violation, such as breaking regional laws or seriously mistreating colleagues or citizens;
• weapons are banned on Government grounds and near the building, including for duels; the exception is defending yourself against an armed attack;
• you can ask a citizen who poses a threat to leave, but you can’t attack them;
• address everyone formally, even the Governor.

Above the charters is a document that applies across the whole region: the federal decree on official discipline for employees of law enforcement agencies. Its first point covers abuse of official powers, and its second covers insulting citizens. It’s worth reading if you plan to move up.

Check your server’s charter

These answers match the official forum thread with the NPC promotion tests. Each server’s Government has its own forum section, and the Governor can update the charter by adding a point or changing the wording. If a question in-game is phrased differently, check Tablet → Factions → Documents—the correct option almost always repeats the charter word for word.

Decide what you want to work toward

The Government is interesting not for its starting salary, but for the jobs higher up the ladder. Here are the hourly rates from one server’s chart:

Licensers are who players go to for driving licences without visiting the driving school. You can find them with the /liclist command, and the Government sets licence prices. At rank 7, employees sign Police Department search warrants for homes. I’d recommend this faction if you prefer negotiations to chases: you’ll rarely need to shoot—the charter bans weapons on Government grounds except to defend against an attack—and players come to the Licenser and Lawyer themselves.
