The HR department is the first test for any Black Russia government faction except the FSB: it has 8 questions about the project rules and none about the faction itself. That’s why the “HR department answers for the Traffic Police,” “Police Department,” and “enlistment office” are all the same eight answers. There’s just one rule: don’t make a single mistake, or you’ll have to wait 5 minutes to try again.

Find your faction’s HR desk
The questions are the same, but each faction has a different place to take the test. According to the game’s official help:
- Traffic Police and Police Department — the Duty Station inside the department building.
- Army — the desk by the far wall of the enlistment office in the urban-type settlement of Batyrevo (/gps → Important Places → Enlistment Office).
- Prison Service — the HR representative by the Correctional Colony No. 3 building.
- Hospital — the counter opposite the entrance at any of the three hospitals: Arzamas, Lytkarino, or Nizhegorodsk.
- Media and Government — the HR department inside the organization’s building.
- FSB — there’s no HR department. You can only join through the forum or directly through senior staff.
If you can’t see the HR department or it isn’t working, you can join another way: contact the leader or a deputy. They announce recruitment through “Events,” and can accept you themselves: long-press a player → Service → Accept into Faction.
Understand the questions instead of memorizing them
The eight questions sum up the rules that the administration can punish you for breaking. Learn them once, and you’ll know the answers even if a question is worded differently.
IC and OOC mean “in-game” and “out of game”
IC (In Character) means anything related to gameplay and your character. OOC (Out Of Character) is everything else: real life, Discord, school. The answer choices are easy to mix up because “is related to” and “is not related to” appear close together. Read more on the OOC and IC page.
Three things the project rules ban
- DM / ДМDeathMatch (deathmatch)
Killing or damaging another player without a valid IC reason. Damaging vehicles also counts. Defensive DM is allowed (video evidence is required if you report it). Exceptions: regular in-game conflicts, criminal organization territories, agreed-upon duels, and high-crime areas.
Example: A player walks up to a random person on the street and starts hitting or shooting them without any conflict or backstory.
Punishment: Jail for 90 minutes · rule 2.19
- RK / РКRevenge Kill (revenge kill)
Revenge for your own death. The forum test lists three cases: killing a player for revenge; returning to the place where you died within 15 minutes; using information that led to your death afterward.
Example: If you’re killed, you can’t run straight back to the same place to take revenge (HR department question: “Can you return to the place where you died?” — “No”).
- RP / РПRolePlay
Roleplay: the player controls a character and behaves as a person would in a real-life situation. A role also includes belonging to a faction: employees must follow the charter and act according to their position.
Example: If I’m a police officer, I play a police officer (HR department answer).
- ЗЗ / GZGreenZone (green zone), safe zone
An area where violent actions against other players are prohibited (shooting, fighting, robbing). Examples: the square outside City Hall, train stations, hospitals. Entering a green zone during a shootout to avoid being killed counts as avoiding RP.
Questions like “Is it allowed to kill players without a reason?”, “your colleagues from the organization,” and “returning to the place where you died” are about DM (killing without an IC reason) and RK (revenge for your own death). All three answers start with “Prohibited.” A green zone is an area where you can’t deal damage, such as the square by City Hall, train stations, and hospitals. Learn more about DM and green zones.
Insults are banned, whether you’re an employee or a civilian
The last question is about insults, and the answer is phrased for a future employee: “An employee must not scold or insult anyone.” The Administrative Code (КоАП) also covers this: insulting a government employee carries a 5,000 ₽ fine.
Don’t get caught out by similar answers
Half the answers start with the same word: “Prohibited.” Most mistakes happen in the part after the full stop. Match that part to the question:
- Place of death and colleagues from your organization — “This violates the game rules.”
- Killing players without a reason — “You must have a good reason for doing so.”
- Insults — “An employee must not scold or insult anyone.”
Get your documents before the interview
The HR department checks more than your answers. If you’re missing a required level or document, they can’t accept you, and you’ll have wasted your time. Here’s what the game’s help says you need:
| Faction | Level | Documents |
|---|---|---|
| Army | 2 | medical card, B driving licence |
| Hospital, Media | 3 | medical card, B driving licence |
| Government | 3 | medical card, weapons licence, B driving licence |
| Traffic Police, Police Department, Prison Service | 4 | medical card, military ID, weapons licence, B driving licence |
Get a medical card at the “Get Medical Card” pickup point in a hospital: the examination costs 5,000 ₽ and takes 10 minutes. A doctor at rank 3 or higher issues it. Get a weapons licence at the Government: you need level 4, a law-abiding rating of at least 70, and 30,000 ₽ for the state fee. Get your driving licence at the driving school (Автошкола), and your military ID after serving in the Army. By the way, the HR test at the enlistment office is also the first step toward getting your military ID.
Change your clothes and get ready for the charter test
After you give the last correct answer, the game will congratulate you on joining and show you the organization menu command:
You’re now rank 1. Next, change into your uniform in the locker room. According to the charter, it’s the only place where you can go AFK (step away from your device). Then open Tablet → Factions → Documents. You’ll find the charter there, and the next test will be based on it. Take the test with the duty officer or in the tablet’s “Tests” section. Passing moves you to rank 2 and unlocks tasks. You can find the answers on the faction pages: Traffic Police, Police Department, Prison Service, Hospital, Media, and Government.
