The Government is a faction of officials who issue licences, sign search warrants and review prisoners’ cases. At rank 1, it pays more than any other peaceful faction, and its charter is more lenient: you won’t be fired on the spot.
Find the Government building
/gps → Important Places → Government, or Map Legend → “Government Factions” → Government icon → “Track”. You can also get a gun licence and create a family in this building, so you’ll need to come here before you join anyway.
Join the Government
Requirements:
- Account level 3;
- A medical certificate and a category B driving licence;
- Gun licence — level 4, 70 law-abiding points according to the information sheet (sometimes they require 100), and a ₽30,000 state fee.
Because of the gun licence, the actual minimum is level 4. You earn one law-abiding point per PayDay (the payout at the end of the hour) if you’ve played for 20 minutes that hour. You can also buy points: 5 BC (Black Coins) = 10 points. You don’t need a military ID.

Compare pay by rank
A driver earns ₽3,300 per hour—more than starting ranks in the Army, Hospital, Media (СМИ) and Prison Service (ФСИН). These figures are from one server. Ranks 1–5 have story-based tasks: “The Generator’s Granddaughter Is in Trouble,” “Nyura the Influential Grandma,” “The Campaign Moves Forward,” “Friends Don’t Abandon Friends in Trouble” and “Minister of Finance.” Bonuses range from ₽20,000 to ₽30,000. Real government work starts at rank 6.
Who the Government is for
It’s for players who want to be useful to every faction. Licensors issue licences you need to join the law enforcement factions or gangs (ОПГ). Lawyers work with prisoners in the Prison Service. Police need a signature from a rank 7+ official to search an apartment. The pay cap is ₽20,000 for the governor; only the FSB (₽24,000) and Traffic Police (ГИБДД) (₽22,000) pay more. The downside is that you can barely use a gun: weapons are only for protecting government officials. I’d recommend joining if you’ve already got your licence and don’t want to join law enforcement.
Licensors, lawyers and signing warrants
- Licensor (rank 6) issues licences through the sales menu:
/givelic [ID]. The bonus is around ₽70,000. Breaking the licence pricing rules violates clause 2.1 of the federal regulation. - Lawyer (rank 7) reviews prisoners’ cases and releases them from jail with
/free [ID]. You can release prisoners at the detention center (the station’s holding cell) or in the Prison Service visiting area. Doing it anywhere else violates clause 2.2 of the regulation. - Search warrants for the Police Department (УМВД) must be signed by a Government employee of rank 7 or higher: Radial Menu → Services → Sign Form, or
/signblank [ID]. - Advisers can use the
/smenumenu.

Follow the Government charter
- Working hours are 10:00–20:00, with lunch from 13:00 to 14:00 or at another time agreed with management.
- The senior leadership is the governor and vice governor; the charter applies to them too.
- Weapons are only for protecting government officials. You can’t shoot on or near the grounds, and duels are banned too. You may return fire if you’re attacked with a weapon. You can ask a citizen to leave, but you can’t attack them.
- You can’t use your authority for personal reasons. Don’t use a work vehicle for yourself.
- While in uniform, don’t go to the casino, container events or the gaming club, and don’t take side jobs.
- The only accessories allowed with your uniform are sunglasses. Always address everyone formally, including management.
- Use the [Pra-vo] prefix on the department radio.
Leave and move into law enforcement
Tablet → Factions → Members → your nickname → “Quit.” You need the “Determination” upgrade or Silver VIP. Otherwise, ask the governor or vice governor to dismiss you. Your rank will reset. Once you have the gun licence you got for the Government, you’re one step away from law enforcement: get a military ID in the Army.
